2024 NSGP Investment Justification Application Deadline:
Friday, May 24, 2024, 5:00 p.m.

The 2024 USDHS/FEMA NSGP provides funding support for physical and cyber security enhancements and other security related activities to nonprofit organizations that are at high risk of terrorist or other extremist attack. NSGP seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.

In FFY 2024, there are two funding sources appropriated for nonprofit organizations:

  1. Nonprofit Security Grant Program - Urban Area (NSGP-UA): NSGP-UA funds nonprofit organizations located within FFY 2024 Urban Area Security Initiative (UASI)-designated urban areas. In Arizona, the only UASI-designated area is the Phoenix metropolitan area, which primarily encompasses Maricopa County.
  2. Nonprofit Security Grant Program - State (NSGP-S): Under NSGP-S, each state will receive a target allocation for nonprofit organizations located outside of FFY 2024 UASI-designated urban areas.

Nonprofit organizations with one site may apply for up to $150,000 for that site. Sub-applicants with multiple sites may apply for up to $150,000 per site, for up to three sites, for a maximum of $450,000 per sub-applicant. If a sub-applicant applies for projects at multiple sites, regardless of whether the projects are similar in nature, it must include an assessment of the vulnerability and risk unique to each site. You cannot apply for both programs for the same site. Applications that are received for the wrong program will be deemed ineligible.

NOTE: This grant is a reimbursement grant. If you receive an award, all items requested and approved for funding must be purchased (within the State’s period of performance) and paid for prior to requesting reimbursement.

Note: An application must be submitted by a current employee, personnel, official, staff or leadership that is duly authorized to apply for an award on behalf of the nonprofit organization at the time application. Consultants or contractors of the subrecipient are not permitted to be the authorized organization representative.

  1. Vulnerability Risk Assessment (There is no standardized form.)
    • An assessment completed by the Arizona Counter Terrorism Information Center (ACTIC). (Requests may be emailed to cikr@azdps.gov.) Vulnerability Assessment Request Form
    • An assessment completed by a local law enforcement agency.
    • Cybersecurity and Infrastructure Security Agency (CISA) Self-Assessment (https://www.cisa.gov/houses-worship-security-self-assessment). Although the CISA form is specifically written for houses of worship, the questions are easily translatable to any nonprofit organization. NOTE: Clicking the link above will take you to the Self-Assessment landing page where there are explicit directions on how to complete the form. Please read all instructions on the landing page and then scroll to the bottom of the page and click "Next-Assessment Details" to begin the Self-Assessment.
  2. Investment Justification Application (hyperlink)

    You must download the file prior to opening with Adobe Acrobat. You cannot open the Investment Justification application in a browser.

    After you click on the Investment Justification application hyperlink to open the 2024 NSGP Investment Justification PDF, you may get a Please wait . . . message. In the upper right-hand corner of the screen, there is an underlined down arrow. Click on down arrow and save the form wherever you desire on your computer. (If you do not see the underlined down arrow image but have a “save” document option, use that.) Close out your browser. Then open the saved document from the location on your computer. If the form does not open, check to make sure that you have the latest Adobe Reader installed on your computer.

    • Part III - Risk of the Investment Justification Application - Please note that the Vulnerability Assessment is not forwarded to FEMA with the application; therefore, you are advised to include information from the assessment as you deem appropriate in this section.
    • Part IV - Facility Hardening – Please include estimated quantities (where applicable) in the text box.
    • Planning, Training, Exercise, M&A and Contracted Security Personnel requests should also be listed in the grid section (Section IV-B) below the narrative text box. Those items are listed at the bottom of the drop-down menu under AEL NUMBER & TITLE – EQUIPMENT, PROJECT, OR ACTIVITY.
      1. M&A activities must be allowable and described in detail (2024 NSGP Notice of Funding Opportunity)
    • Part V - Milestones – Use dates within October 1, 2024 through September 30, 2025 as your period of performance. All milestone dates should occur within that range.
    • Save the file using the following naming convention:
      1. For NSGP-UA
        • FY2024_NSGP_UA_AZ_Phoenix_‹Nonprofit Name›
      2. For NSGP-S
        • FY2024_NSGP_S_AZ_‹Nonprofit Name›
  3. Arizona NSGP Supplemental Forms (hyperlink)
    • Complete all 7 tabs.
    • Project Detail tab 2 - Complete only those sections for which grant funds are being sought.
    • Project Detail tab 2 - Quantities and estimates should be based upon actual estimates and/or informed research including anticipated potential cost increases.
